The latter is one of maybe a handful of animated 'Tru-3D' models in the game. The most common examples are vehicles (eg Cars, trains, etc), the Maxis Highways, Elevated RHWs and the State Fair Cowboy sign. These are more conventional, a single model rotated and transformed dynamically for every zoom and rotation. There are a handful of (what are referred to as) 'Tru-3D' models in the game. There is no toolset to make editing existing content easier. Toolsets exist to create totally new buildings and props very easily. You end up with, as I mentioned, at least 20 renders mapped onto 20 3D models, which are swapped out based on view and zoom as necessary. Repeat for each zoom (Except Zoom 6, which uses Zoom 5's as mentioned in the last post), and for every zoom level on the other three viewing directions. The vast majority however are prerendered captures of a very highly detailed 3D model mapped onto a very simple box. I never had any interest in The Sims, but for some reason the developers thought 3D Sims-style models were superior to the more charming portraits in 3000. Not going to try it though, I have thousands of files in the Plugins folder as it is haha.I played 2000 throughout my childhood and loved 3000 since release. Come to think of it, I never tried putting the plugins in the same location: My Documents\SimCity 4\Plugins. Regions in My Documents and the Plugins must be in the SteamApps one. Below would be the Windows 7 directory, replace the with the Windows User Account that you have installed SimCity 4 with.
